Negotiating with Communications Carriers
Ms. Conner regularly negotiates with communications carriers with regard to use of land or rooftops for communications facilities; interconnection with networks, enterprise services and other matters.
Contraband Wireless in Correctional Facilities
Ms. Conner has been actively involved in efforts to eradicate contraband wireless devices from correctional facilities. From participation in pre-rulemaking activities to consulting with clients on becoming Contraband Interdiction Service ("CIS") providers, Ms. Conner has counseled clients toward successful implementation.
Innovative Rulemaking
Ms. Conner also participates in innovative rulemaking proceedings with an eye toward bringing order to the use of frequencies that might be underutilized.
